I'm experiencing a similar situation with the grape vines on my allotment; the buds have been swelling on the rest of my trees & plants for weeks now, but my vines are only just showing signs of life.

I still have one flower out.
I planted a Wisteria in the middle of my lawn 2 years ago with the idea to grow it into a tree.It looks a bit dead at present ( how can anything be a 'bit' dead?) but today I think I saw a microscopic green bud.
They look lovely as a tree, I just keep cutting off al growth on the stem. Its about 20" high now.so crossing my fingers.
