The problem is that there are so many documents that you need to read that very few people will do so. Also, many of those documents are full of 'management b*ll*cks speak' that a lot of people simply won't understand. Add to this that the council prefer comments etc. via the online process and you begin to see why people feel disengaged.
I did read one document fully, and it was so full of meaningless twaddle that I won't waste my time with any more.
