That sounds gobbeldygook to me. I'll bet this was human error, and you don't need full power to taxi at a speed to impress the crowds. If an extra two seconds allows that to happen you are cutting things very fine as regards safety.
I bet the guys on the flight deck were sh*tting themselves. - They might well do so if there's an AIB investigation.

I would suggest they they were very lucky, that looks very close to the road.
A few years back at Bruntingthorpe, a Victor actually lifted off on a run like that.
