It's usually the lowest bid that gets the contract. Then, once signed, every last little alteration costs the customer a fortune.

I had a friend who had a contract redecorating pubs. If the pub owners didn't make any changes as they went along, he lost money on the job. Wanna bet that he never lost money?

Cost of Access Road Quadruples
The cost of the access road for a new decelopment in Hatton has gone up to £2.2 million. Who got the costings so wrong? 'Unforseen circumstances' doesn't cut it with me - any competant accountant factors these in.
